About this opportunity
The U.S. Agency for International Development (USAID) has issued a Request for Proposal (RFP) for the Empower Nigeria activity. USAID anticipates awarding a single five-year, Cost-Plus-Fixed-Fee completion contract with an estimated value between $75,000,000 to $85,000,000 to implement the activity. The procurement will be conducted through full and open competition, and USAID will use a Highest Technical Rated with Fair and Reasonable Price and Realistic Cost (HTR) evaluation process to identify the best technical solution at a fair price. Key dates include a May 17, 2024 deadline for questions and a June 21, 2024 deadline for proposal submission.
The Empower Nigeria activity aims to increase the availability of and access to affordable, reliable, sustainable and clean energy in Nigeria through four key outcomes: enhancing the enabling environment, expanding power supply capacity and reliability, increasing off-grid clean generation and connections, and improving the financial and operational performance of Nigerian electricity distribution companies. The procurement is not set-aside for any specific business size or type, and the place of performance is Nigeria.

The United States Government, represented by the U.S. Agency for International Development (USAID) anticipates awarding one Cost-Plus-Fixed-Fee (CPFF) completion contract with an estimated period of performance of five (5) years for the implementation of the Empower Nigeria activity. Subject to availability of funds, the estimated cost range for this contract is $75,000,000.00 - $85,000,000.00.
The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 apply. The competition will utilize a Highest Technical Rated with Fair and Reasonable Price and Realistic Cost (HTR) process, not a tradeoff process. In this process, USAID is concerned with getting the best technical solution that has a fair and reasonable price and realistic cost. There will not be a tradeoff to justify paying a premium for a higher technical rated proposal.
