About this file
This document is a Past Performance Evaluation Guide and Template that is used to gather feedback on a contractor's past performance. It includes a questionnaire with 5 performance categories for the reference to rate the contractor on a scale from Exceptional to Unsatisfactory. The key performance areas evaluated are: quality of product/service, cost control, timeliness of contract performance, management/business relations, and utilization of small business subcontractors. The template provides detailed rating definitions for each performance level.
The related federal contract opportunity is a solicitation from USAID for the Empower Nigeria activity, with an anticipated 5-year period of performance and an estimated cost range of $75-85 million. The procurement will be conducted as full and open competition under FAR Part 15 using a Highest Technical Rated with Fair and Reasonable Price and Realistic Cost (HTR) process. The solicitation provides key dates for questions, proposal submission, and other requirements.
