About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Yokosuka Site Marianas is seeking small business contractors to fabricate specialized submarine weight test equipment for the USS Emory S Land AS 39. The project requires fabrication of test assemblies and fixtures with specific Safe Working Load (SWL) ratings, including test adapters, test stands, and wood test shapes, in accordance with NAVSEA Drawing 5032448. Contractors must submit a Capabilities Statement by 11:00am Japan Standard Time on April 15, 2025, via email to specified Navy contacts. The evaluation will focus on the contractor's ability to manage the project, technical competence, and capacity to perform the required tasks. The Capabilities Statement must include company profile information, relevant experience with similar projects completed within the last ten years, and optional details about potential subcontractors.

This Sources Sought Notice is specifically set aside for small businesses, including certified 8(a), Small Disadvantaged, HUBZone, veteran-owned, service-disabled veteran-owned, and women-owned small businesses under NAICS code 339999 with a size standard of 550 employees. The contract requires an 80-day lead time, with the earliest delivery requested for September 1, 2025. Contractors must perform non-destructive testing on load-bearing weldments and provide certification documentation demonstrating equipment meets or exceeds specified Safe Working Load requirements. Shipping must comply with MIL-STD-129, and the project involves fabricating specialized test equipment for multiple submarine classes, including SSN 688, SSBN 726, SSN 21, and SSN 774. While no specific award value is mentioned, the technical complexity and specialized nature of the equipment suggest a precise and potentially significant procurement effort.
