About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is conducting a Request for Information (RFI) to identify potential sources for Emergency Support Section Deployment Equipment, specifically Basic FLEO Quick Response Team (QRT) Kit types. The RFI seeks to perform market research and determine interest from potential vendors who can supply a comprehensive range of tactical, safety, survival, and operational equipment. Interested small businesses are invited to submit a capability package by April 8, 2025, at 2:30 PM EST, which must include company details, CAGE code, contact information, GSA Schedule Contract number, and business size status. Respondents must provide a summary of relevant past experience with at least three references and a detailed capability statement explaining how they would fulfill the requirements outlined in the Statement of Work. All questions regarding the RFI must be submitted in writing to david.berger@atf.gov and Christian.shepard@atf.gov no later than April 4, 2025, at 2:30 PM EST.
The procurement is designated as a total small business set-aside under NAICS code 339113 for personal safety devices manufacturing. The ATF anticipates awarding a firm-fixed-price Blanket Purchase Agreement (BPA) by May 2025, with a base ordering period and four optional one-year extension periods. The associated Excel spreadsheet indicates a comprehensive list of 321 line items, including equipment ranging from tactical gear like Condor Assault Packs and communication devices to specialized equipment such as MultiRae gas monitors and North American Rescue medical supplies. While no specific award value was disclosed, the extensive equipment list suggests a potentially significant contract scope. The government emphasizes that this RFI is strictly for market research purposes, and responses will not be considered offers, nor will they guarantee a contract award. Respondents are explicitly instructed not to include pricing information or proprietary details in their submissions.
