About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking information from sources capable of performing emergency hazardous material and waste spill cleanup services at Hill Air Force Base and the Utah Test and Training Range (UTTR). This Request for Information (RFI) aims to identify contractors who can rapidly respond to spills within one hour at the base and two hours at UTTR, with the ability to handle complex hazardous materials including JP-8 fuel, Mercury, Hydrazine, PCBs, and Extremely Hazardous Substances. Interested firms must be registered in SAM.gov and submit detailed information including company name, CAGE code, point of contact, small business classifications, and evidence of capability to meet the Statement of Work requirements. The RFI responses are due by 12:00 PM Mountain Standard Time on December 19, 2024, and must be submitted to the specified email addresses. It is explicitly noted that this is an information-gathering exercise only, and no quotes will be accepted or compensated.
The contract will be structured as a time and materials (T&M) arrangement with an annual expenditure limit of $20,000 for small spills, though historical cleanup costs have ranged from $2,000 to $100,000 per event. The successful contractor must maintain at least two response teams and two points of contact, and be equipped with specialized equipment including 6,000-gallon vacuum trucks, heavy equipment, diaphragm pumps, floating skimmers, and metal roll-off containers. The scope of work includes neutralizing, deactivating, and absorbing spilled materials, containerizing contaminated media, and completing comprehensive site cleanup. Contractors will be required to submit detailed action reports within 14 days of cleanup completion. The procurement falls under the NAICS category 562910 (Remediation Services) and PSC category F108 (Environmental Systems Protection - Environmental Remediation), indicating a specialized environmental service requirement.
