About this opportunity

The Indian Health Service seeks Emergency Room HVAC airflow balancing and ductwork modification at Kayenta Health Center in Kayenta, Arizona, with proposals due August 20, 2026. The procurement is an Indian-Owned Small Business Economic Enterprise (ISBEE) set-aside, limiting competition to qualifying Indian-owned firms.

Place of performance is Kayenta Health Center, Highway 160 Mile Post 394.3, Kayenta, Arizona 86033. Work encompasses modifying existing ductwork (including replacement of a three-way tee fitting with a properly configured sweep fitting to improve ER main airflow), installing manual balancing dampers in branch ducts serving ER Triage and ER Waiting Room, sealing connections with mastic and tape per SMACNA standards, and conducting comprehensive air balance testing. The contractor must comply with ASHRAE 170, FGI Guidelines, and NFPA 90A standards. Period of performance runs September 1, 2026 through December 31, 2026, with work hours 8:00 AM to 5:00 PM, Monday through Friday, excluding federal holidays.

The contractor must maintain active State HVAC/Mechanical licensing, necessary electrical qualifications, bonding, and insurance. A minimum one-year workmanship warranty and manufacturer's standard equipment warranty are required. Offerors must submit a technical approach, project timeline, relevant experience documentation, and a firm-fixed-price quote. Amendment 0002, issued August 19, clarifies that existing TAB reports are insufficient for current calculations due to design changes post-COVID and that air changes in the Trauma Bay area are not meeting proper standards.

Evaluation weighs Technical Capability and Approach (most significant), Relevant Experience and Qualifications/Certifications, and Price (least significant), with non-price factors combined as significantly more important than price. The Government reserves the right to award to other than the lowest-priced offeror if superior technical capability warrants the additional cost. No prevailing wage requirements apply. NAICS 238220; PSC J041.

The Indian Health Service, Kayenta Health Center located at Highway 160 Mile Post 394.3, Kayenta AZ 86033 has a requirement for optimizing the Emergency Room's HVAC system by correcting airflow imbalances that impact critical care operations. The Government will award a contract on a Best Value Trade-Off basis to the responsible offeror whose quotation represents the best overall value to the Government, price and non-price factors considered.

The Government will evaluate quotations based on three primary factors, listed in descending order of importance:
