About this opportunity
Naval Facilities Engineering Command (NAVFAC SE) has awarded a sole-source task order to Moran Environmental Recovery for emergency response to lead-acid battery leakage at Naval Submarine Base Kings Bay, Georgia, on July 28, 2026, with an estimated value of $10,000.
The justification invokes 10 U.S.C. 3204(a)(2) for unusual and compelling urgency and FAR 6.103-2. The emergency removal and remediation requirement addresses degraded lead-acid batteries at the Trident Refit Facility Building 4030 that pose safety, health, environmental, and mission risks through continued degradation and leakage. Scope includes project management, personal protective equipment provision, personnel and equipment decontamination, medical monitoring, containerization and transport of leaking or bulging batteries to the NSB Kings Bay Hazardous Waste Facility, cleanup of spilled acid, and site restoration to pre-mishap conditions.
The task order is issued under the U.S. Coast Guard Basic Ordering Agreement 70Z08424GBOST0002. Moran Environmental Recovery, located in Randolph, Massachusetts, was selected based on USCG approval status, designation in the Commander Navy Region Southeast On-Scene Coordinator Plan, geographic proximity to the site, specialized training in hazardous substance response, extensive equipment inventory, and demonstrated previous experience responding to Navy spills. Environmental emergency response efforts are regulated by Federal On-Scene Coordinators under 40 CFR 300 and OPNAV M-5090.1E. Place of performance is Naval Submarine Base Kings Bay, Georgia. NAICS 562910 (Remediation Services); PSC F999 (Other Environmental Services).
