About this opportunity

The Philadelphia District of the United States Army Corps of Engineers (USACE) is soliciting proposals for the removal and disposal of navigation hazards from the Delaware River channel (Trenton to Sea Deep Draft Navigation Project), the Schuylkill River Navigation Project, and the C and D Canal and its approaches. These objects pose potential hazards to navigation as they sit shallower than the authorized depths of the respective projects. The solicitation provides reference materials including a sample chartlet (Attachment A) with estimates and descriptions of previous removal efforts, and a graphic map (Attachment B) identifying three separate bidding areas. USACE will provide survey services to verify exact object locations prior to removal, as objects may shift from their initial positions. The original proposal due date of March 30, 2026 has been extended to April 1, 2026 at 2:00 PM EDT through Amendment 0001, which also added three required attachments: the Project Data Sheet, Past Performance Questionnaire, and Naval Architect Analysis Checklist.

This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities. The contract will be awarded as a Single Award Task Order Contract (SATOC) with a five-year period of performance, providing contractor flexibility to address object removal needs across the three waterway areas over an extended timeframe. The solicitation does not specify award values or precise quantities of objects to be removed, as exact dimensions and material compositions of hazards are unknown and subject to survey verification. The work will be performed across three geographic locations: the Delaware River from Trenton to the sea, the Schuylkill River, and the C and D Canal with its approaches in the Philadelphia District jurisdiction. Interested small business contractors should prepare proposals that address their capability to conduct underwater object removal and disposal operations, past performance on similar maritime projects, and technical approaches aligned with the Naval Architect Analysis requirements outlined in the evaluation criteria.
