About this opportunity
The Department of the Army Medical Command issued a sole-source notice of intent on August 14, 2026, to award a firm-fixed-price contract for electronic patient care record (ePCR) software services supporting Army Emergency Medical Services programs; responses are due by August 20, 2026, and award is scheduled for on or after September 1, 2026. The procurement is restricted to Service-Disabled Veteran-Owned Small Businesses.
E-9 Corporation, a verified SDVOSB located in Garden City, New York, is the sole-source awardee. The justification for non-competitive procurement is that E-9's First Due ePCR solution is the only solution holding Federal Risk and Authorization Management Program (FedRAMP) certification, which the Secretary of the Army mandated in 2019 for all Army EMS patient care records. The Medical Readiness Contracting Office-West at JBSA Fort Sam Houston is issuing the notice under FAR 13.106-1(b)(1)(i) authority with NAICS code 541611 and small business size standard of $24.5 million.
Fort Sill Pre-Hospital Emergency Medical Services requires a web-based charting solution with mobile access, minimal hardware costs, and no additional software expenses. The system must support streamlined medical records management with HIPAA compliance, HL7 hospital EMR integration, NEMSIS Gold compliance, quality assurance audit trails, reimbursement chart summaries, and online EKG interfaces. The contractor must provide 24/7 technical support, clinical applications support Monday–Friday 8:00 AM to 5:00 PM Central Standard Time, and on-site service when remote diagnostics fail. Software updates and upgrades are provided at no cost; billing occurs quarterly or annually. Contractor personnel requiring base access must complete AT Level I awareness training, iWATCH program briefing, and DOD Information Assurance Awareness certification within 30 days of award.
The notice states this is not a request for competitive proposals; however, capability statements received within five days of posting will be considered at the government's sole discretion regarding whether to compete an interim purchase order. Interested sources must mark proprietary information accordingly.
Notice text
Contractor shall provide Fort Sill Pre-Hospital Emergency Medical Services (PHEMS) with a charting solution that offers dynamic electronic data collection and management solutions for emergency medical services. It provides mobile access to web-based applications at a low cost and no additonal hardware or software expenses. The suite enables rapid data acquistion and dissemination to external organization and third-party software through various interfaces. While pre-hosptial information management focuses on medical records, emergency care providers have broader needs. The charting application should create an intranet dedicated to improving the organization's information management.
