About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is procuring a specialized decontamination cargo trailer to replace aging equipment that has been in service for over 20 years at the South Texas Veterans Health Care System's Emergency Management Office. The solicitation requires a heavily customized 8.5'x24' Cargo Mate Heavy Duty enclosed white trailer with numerous modifications including additional height, reinforced structural components, enhanced electrical systems, air conditioning, winch capabilities, and custom decals to support decontamination and Comprehensive Emergency Management Plan operations. Vendors must be registered under NAICS code 336212 (Truck Trailer Manufacturing) and submit quotes by September 10, 2025 at 1:00 PM EST, along with three professional references demonstrating relevant experience. The evaluation will utilize a Lowest Price Technically Acceptable (LPTA) methodology, with price, technical capability, and past performance weighted as equal factors in the selection process. The contract period extends from September 30, 2025 through January 30, 2026, with delivery required within 120 days after receipt of order.

This procurement is designated as a 100% small business set-aside opportunity, restricting participation to qualifying small businesses in the truck trailer manufacturing sector. No current contractors or incumbents are identified in the solicitation documents, suggesting this may be a new requirement or complete equipment replacement initiative. While specific contract values are not disclosed in the available documentation, the solicitation covers the procurement of a single, highly customized emergency response trailer designed to enhance the hospital's mass decontamination operational capabilities and incident command flexibility. The place of performance is the Audie L. Murphy VA Hospital located in San Antonio, Texas 78229, where the trailer will be delivered and integrated into the facility's emergency management operations. The procurement timeline allows approximately four months for manufacturing and delivery of the specialized equipment, reflecting the custom nature of the required modifications and the critical operational importance of the decontamination capabilities.
