About this opportunity

The U.S. Secret Service seeks installation of emergency lights, sirens, radios, and lockable storage cabinets on 21 vehicles and 3 enclosed trailers, with proposals due September 10, 2026. The procurement is restricted to SoundOff Signal brand products and will be awarded as a single firm fixed-price purchase order to the lowest-price technically acceptable offeror under the Multiple-Award Schedule Program (FAR 8.4).

Place of performance is Washington, DC, with installation required at a vendor facility within 50 miles of the capital. The work encompasses eight 2026 Chevrolet Tahoes, seven 2026 Chevrolet Silverado 1500s, one 2026 Chevrolet Silverado 3500, one 2026 Dodge Durango, four 2026 Ford Explorers, and one Rock Solid Cargo 8.5' x 22' enclosed trailer. Each vehicle class requires distinct lighting configurations (interior light bars, siren systems, speakers, running lights, fascia lights, dome lights, intersection lights, cargo lights, and license plate lights), specialized storage vaults (Troy Products weapons vaults with specified dimensions for trucks, under-seat boxes for Silverado 1500s), window tinting at specified percentages, 3-way switches for dome light control, and programming of handheld remote control panels with seven button functions. The trailer requires 14 SoundOff Signal fascia lights with remote nodes and isolation modules. All installations must include Government-furnished Motorola radios with specified cables and mounting hardware. Delivery and installation must be completed within 180 days of award. The estimated order value is $366,159.59. The contractor must operate business hours 0800–1700 Monday–Friday and provide separate itemized invoices per vehicle including Secret Service Property Numbers. Evaluation applies a PASS/FAIL technical gate (Factor 1) and reasonableness/realism/completeness price assessment (Factor 2). Proposals submit in two volumes: Technical (PDF, 5 pages maximum, Times New Roman 12-point, 1-inch margins) and Price (Microsoft Excel format) to Casey.Cauffman-Davis@usss.dhs.gov and Erik.Syfert@usss.dhs.gov by 2:00 PM EST.
