About this file
This is a Statement of Work (SOW) for the United States Secret Service Operational Medicine Division (OMD) to procure emergency lights, sirens, radios, and lockable storage cabinets with installation services for 21 vehicles and 3 enclosed trailers.
The contract encompasses six line items (CLINs) for installation across multiple vehicle types: eight 2026 Chevrolet Tahoes (CLIN 0001), seven 2026 Chevrolet Silverado 1500s (CLIN 0002), one 2026 Chevrolet Silverado 3500 (CLIN 0003), one 2026 Dodge Durango (CLIN 0004), four 2026 Ford Explorers (CLIN 0005), and one Rock Solid Cargo 8.5' x 22' enclosed trailer (CLIN 0006). The Tahoes require front and rear interior light bars, siren systems, 100-watt speakers, remote nodes, running lights, fascia lights, dome lights, intersection lights, cargo lights, license plate lights, Troy Products weapons vaults with specific dimensions (43"W x 30"L x 25 3/4"H), and window tinting (20% side windows, 5% windshield visor and rear). The Silverado 1500s and 3500 require comparable lighting packages with bed caps (Silverado 1500s only), under-seat storage boxes with electronics, and truck vault systems. The Dodge Durango and Ford Explorers require similar lighting configurations with truck vaults. The trailer requires 14 SoundOff Signal fascia lights positioned along sides and rear corners with remote nodes and isolation modules. All vehicles require 3-way switches for dome light control, consistent equipment installation across each vehicle type, programming of handheld control panels with seven button functions (all lights, front lights, rear lights, scene mode, and three siren tones), and installation of Government-furnished Motorola radios with specified cables and mounting hardware. The vendor must be located within 50 miles of Washington, DC, operate business hours 0800-1700 Monday-Friday, and provide separate itemized invoices per vehicle including Secret Service Property Numbers. The contract is firm fixed price with the Government responsible for vehicle transportation and provision of emergency equipment on a case-by-case basis, with four vehicles ready for immediate installation and the remaining 17 vehicles and trailers ready upon receipt.

STATEMENT OF WORK (SOW)
Emergency Lights, Sirens, Radios, and Cabinets
Part 1
GENERAL INFORMATION
1. INTRODUCTION: The United States Secret Service (USSS) Operational Medicine Division (OMD) provides comprehensive medical support for protective operations, special events, training, and field operations. The mission is to enhance operational resilience and deliver exceptional advanced medical capabilities and coverage. This is a non-personal services contract to provide vehicle emergency lights, sirens, radios, and cabinets, including installation services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.
1.1 Background: The U.S. Secret Service (USSS) Operational Medicine Division (OMD) has 21 vehicles and 3 fully enclosed trailers which need law enforcement emergency lights, sirens, radios, and lockable storage cabinets installed to be usable for OMD personnel. The lockable storage cabinets, sirens, and radios are only for the 21 vehicles not the trailers. The trailers only require emergency lights. The vehicles must all have the same light package to ensure uniformity. The OMD has 4 of the 21 vehicles ready for immediate installation. The remaining 17 vehicles and trailers will be ready for installation once OMD receives them.
1.2 Objectives: The objective of this procurement is to equip (21) vehicles with emergency equipment and other equipment specified in this document.
1.3 Scope: Installation of emergency lights, sirens, radios, and lockable storage cabinets.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform installation of emergency equipment as defined in this Statement of Work (SOW) except for those items specified as Government Furnished Property (GFP) and services. All incidental supplies such as wires, connectors, heat shrink, hardware, nuts and bolts, wire ties, loom and any additional required supplies to complete installation.
