About this file
This is a Brand Name Justification (BNJ) document submitted by the Department of Homeland Security, U.S. Secret Service (USSS) Office of Procurement on behalf of the Operational Medicine Division (OMD) to justify restricting competition to a single manufacturer under the Federal Supply Schedule (FSS) program.
The USSS proposes to award a delivery order for SoundOff Signal emergency vehicle warning light kits, manufactured by nFORCE, to outfit twenty-one OMD vehicles with emergency lights, sirens, radios, and storage cabinets. The estimated delivery order value is $366,159.59 with a Period of Performance of 120 days after receipt of order. The procurement will be conducted under the Multiple-Award Schedule Program pursuant to FAR 8.4, GSAM/R 538.7104-4 (FAR Class Deviation 25-20), with market research confirming the availability of at least two small businesses under NAICS 336211 (Motor Vehicle Body Manufacturing). The justification for brand name restriction centers on fleet standardization and cost efficiency, as the current USSS Police and OMD vehicle fleet utilizes SoundOff Signal components with integrated lightheads, controllers, wiring harnesses, mounting hardware, and flash-pattern programming. The USSS asserts that procuring alternative manufacturers' systems would require extensive modifications to existing vehicle configurations, additional installation labor, reprogramming, replacement of compatible components, and possible changes to mounting locations, thereby increasing costs, extending vehicle downtime, and introducing technical risk. The Contracting Officer, Shauntynee Penix, approved the justification on 8/14/2026.

Brand Name Justification (BNJ)
BNJ No: Page 1 of 2
11.07.2025 v.2.0
BNJ Number: FY-26-80 PR Number: PR-26-USSS-0391
Brand Name Justification
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement, proposes to award a delivery order on behalf of Operational Medicine Division (OMD), pursuant to FAR 8.4, GSAM/R 538.7104-4 (FAR Class Deviation 25-20), Items peculiar to one manufacturer.
2. Nature and/or description of the action being approved.
USSS intends to limit the Federal Supply Schedule (FSS) contractors solicited to a particular brand name product. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. SoundOff Signal is a brand made by nFORCE for law enforcement, fire, EMS and other public safety vehicles to provide forward and rear facing emergency warning lights without using an exterior roof lightbar. Market Research provided there are at least two (2) small business on the General Services Administration (GSA)’s Mulitple Award Schedule (MAS) under NAICS 336211 – Motor Vehicle Body Manufacturing.
3. Description of Supplies/Services.
SoundOff Signal is an emergency vehicle warning light kits commonly used for law enforcement, fire, EMS, and other public safety vehicles. OMD has twenty-one vehciles to be outfitted with emergency lights, sirens, radios, and storage cabinets for their emergency fleet vehicles that provide medical support for protective operations, special events, training, and field operations. The estimated delivery order value is $366,159.59. The Period of Performance is 120 days after receipt of order.
4. Basis for restricting consideration to an item peculiar to one manufacturer.
The proposed delivery order will be procured under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Pursuant to FAR 8.4, GSAM/R 538.7104-4 (FAR Class Deviation 25-20), this brand name specification must be used because the current USSS Police and OMD vehicle fleet utilizes SoundOFF Signal for their emergency lights. The current vehicle lighting systems are configured around SoundOff Signal components, including lightheads, controllers, wiring harnesses, mounting hardware, flash-pattern programming, and related electrical interfaces.
Procuring a different manufacturer’s light kit would likely require modifications to existing vehicle configurations, additional installation labor, reprogramming, replacement of compatible components, and possible changes to mounting locations or wiring paths. These changes would increase cost, extend vehicle downtime, and introduce avoidable technical risk. Standardization

11.07.2025 v.2.0 on SoundOff Signal also supports consistent operation by personnel across similarly equipped vehicles. If another light kit was used this could cause confusion at events. In addition, emergency lighting systems must function predictably and reliably, especially in time-sensitive operational environments. Maintaining the same brand and configuration helps ensure that controls, lighting behavior, diagnostics, maintenance procedures, and replacement parts remain consistent across the fleet. Introducing a different manufacturer’s system could create inconsistencies in operation, maintenance, troubleshooting, and parts support. imiting competition to brand name SoundOFF Signal light kits is necessary to maintain fleet standardization, avoid unnecessary duplication of cost, reduce installation and maintenance risk, minimize vehicle downtime, and ensure continued compatibility with currently fielded systems.
This limitation is in the Government’s best interest because it preserves continuity with existing equipment while supporting efficient procurement, installation, and lifecycle sustainment.
5. Contracting Officer Certification
Pursuant to HSAM 3008.401-71(b)(1), I certify that the Brand Name Justification is accurate and complete to the best of my knowledge and belief.
