About this opportunity
The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) issued a sources-sought notice on July 17, 2026, with a capability statement deadline of August 3, 2026, to identify qualified contractors for designing, establishing, and operating Emergency Intake Facility (EIF) campuses and wrap-around services nationwide for Unaccompanied Alien Children (UAC) referred by the Department of Homeland Security. No set-aside is used; ORR anticipates awarding multiple Indefinite-Delivery, Indefinite-Quantity contracts through full and open competition with subsequently competed task orders.
Under the Homeland Security Act of 2002 and Trafficking Victims Protection Reauthorization Act of 2008, ORR must accept custody of referred UAC within 72 hours of apprehension and provide care pending release to a sponsor. The contractor must design scalable EIF campuses capable of supporting up to 3,000 children per site, with 250,000 to 400,000 rentable square feet including residential, administrative, medical, education, dining, and recreation facilities. Initial operating capacity of 400 UAC must be achieved within 30 days of task order award, with incremental scaling every 14 days thereafter. Services required include 24/7 medical staffing, initial examinations and immunizations within 48 hours, behavioral health and mental health services, individualized education assessments and classroom instruction, case management, sponsor vetting coordination, legal services information, recreation programs, and line-of-sight supervision. All sites must locate within 30 miles of a hospital, 60 miles of an international airport, and 25 miles of pediatric specialty care.
Contractors must submit capability statements not exceeding 20 pages addressing a 34-question industry questionnaire covering company information, relevant experience, technical capability, facilities and operations, and small business participation. ORR is hosting a virtual industry roundtable on August 18, 2026, from 2:00 p.m. to 3:30 p.m. ET. The special notice response deadline is August 19, 2026.
