About this opportunity
The Department of the Army National Guard's 180th Fighter Wing in Swanton, Ohio issued a sole source contract (W50S8S26PA002) on February 19, 2026 for emergency HVAC coil repair services at Building 101 under unusual and compelling urgency authority due to severe winter weather conditions anticipated in late January 2026 that threatened to cause further damage to the facility. The scope of work comprises four primary tasks: repair of two coils in the RTU West rooftop unit, installation of new heat trace on supply and return lines, performance of heat transfer calculations for raw water to glycol conversion, and mechanical room modifications including installation of a 70/30 glycol blend system with a 50-gallon makeup tank and bypass feeder system. The justification asserts that while multiple vendors possess the capability to complete this work, expedited sole source procurement was the most responsible approach to mitigate unacceptable risk to the building's heating system during critical weather periods. The contracting officer, MSgt Scott Hartzell, certified the anticipated cost as fair and reasonable on January 22, 2026, though the specific award amount and vendor identity remain redacted in the published documentation. This procurement was funded through Operations and Maintenance Air appropriations and was exempted from posting requirements due to the urgent nature of the requirement.
