About this opportunity

Norfolk Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, seeks quarterly preventive maintenance services on ten Code 900F Caterpillar Emergency Diesel Generators, with proposals due June 14, 2026. The procurement is Full and Open competition under FAR Part 12 for commercial services.

Place of performance is Portsmouth, Virginia. The contract requires an OEM-authorized Caterpillar Service Provider (ACSP) to perform four quarterly PM cycles annually across a five-year performance period: base year July 27, 2026 through July 26, 2027, plus four option years through July 26, 2031. Maintenance levels vary by quarter—Level 1 includes 99-point inspections and fluid sampling; Level 2 adds oil and filter changes and turbocharger inspection; Level 3 adds coolant service, thermostat and hose replacement, belt and battery replacement, and bearing checks. Quarter 4 of each year includes Megger Testing. All maintenance must follow OEM recommendations for standby generator sets.

Contractor personnel require DBIDS card access, NAVSEA badging, and CIA access clearance. The contractor bears all material and waste disposal costs. Scheduling must be coordinated with the technical point of contact between 0730–1600 hours. All-inclusive pricing must cover services and parts; repairs identified during PM require separate cost estimates and government approval before execution.

NAICS code is 811310; PSC is J039. Business size standard is $12.5 million. Evaluation uses Best Value TradeOff methodology, weighing technical capability, past performance (1–2 examples within 24 months of similar maintenance or support experience), and price reasonableness.
