About this file
This is a Statement of Work (SOW) for a quarterly preventive maintenance service contract for Emergency Diesel Generators (EDGs) at Norfolk Naval Shipyard (NNSY). The contractor must perform four quarterly preventive maintenance procedures annually on ten Caterpillar EDGs located across multiple dry docks (Dry Dock 2, 3, 4, 8, and portable storage). The generator models include Caterpillar 3412, C15, C18, 3516, and XQ125BM units. The contractor must be an Authorized Caterpillar Service Provider (ACSP) and perform all maintenance in accordance with Original Equipment Manufacturer (OEM) recommendations for standby generator sets. The performance period consists of a base year (07/27/2026 - 07/26/2027) and four option years extending through 07/26/2031. The solicitation number is N4215826Q0024 with a response deadline of June 06, 2026 at 5:00 PM.
The maintenance schedule varies by quarter and year, combining three PM levels (Level 1, 2, and 3) and Megger testing. Level 1 includes a 99-point inspection and fluid analysis; Level 2 adds oil and filter changes, waste disposal, and turbocharger inspection; Level 3 includes coolant service, thermostat replacement, belt and battery replacement, valve adjustment, and comprehensive bearing inspections. Repairs identified during PM require separate cost estimates and separate Contract Line Item Numbers (CLINs) with government approval before execution. The contractor must provide individual PM reports, maintain a 60-day service estimate validity period, handle all waste disposal, coordinate scheduling with the TPOC between 0730-1600 hours, and be available for emergency troubleshooting. Security requirements include DBIDS card access, NAVSEA badging, CIA access clearance, PPE, OSHA compliance, and Hazardous Energy Control procedures. The contractor bears responsibility for all materials and waste; the government provides equipment access and reasonable rescheduling if waterfront activities prevent access.
