Combined Synopsis/Solicitation Summary
This is a Combined Synopsis/Solicitation (RFQ N4215826Q0024) for preventive maintenance services on Code 900F Emergency Diesel Generators at Norfolk Naval Shipyard. The solicitation is for commercial services under FAR Part 12, with the NAICS code 811310, PSC J039, and a business size standard of $12,500,000. The contract will be awarded as Full and Open competition. This announcement constitutes the only solicitation; no paper copies will be issued.
The contract requires quarterly preventive maintenance (PM) services on ten Caterpillar diesel generators located at Norfolk Naval Shipyard across five dry docks and portable locations. The performance period spans five years: a base year (07/27/2026–07/26/2027) plus four option years (through 07/26/2031). Each year requires four quarterly maintenance cycles following a standardized schedule: Quarter 1 performs Caterpillar PM Level 2; Quarter 2 performs PM Level 1 and 3 (except Option Years 1–2 and 4, which perform only PM Level 1); Quarter 3 performs PM Level 1; and Quarter 4 performs PM Level 1 plus Megger Testing. PM Level 1 includes 99-point inspections of engine, lubrication, cooling, fuel, air induction, exhaust, and electrical systems, plus fluid sampling and analysis. PM Level 2 adds oil and filter changes, waste disposal, turbocharger and bearing inspections. PM Level 3 adds space heater checks, generator cleaning, coolant drainage/flushing, thermostat and hose replacement, belt and battery replacement, and turbocharger clearance checks. The contractor must be an OEM-authorized Caterpillar Service Provider (ACSP) and provide all-inclusive pricing for services and parts. Proposals are due by June 6, 2026, at 5:00 PM. Evaluation will use Best Value TradeOff methodology, considering technical capability, past performance (1–2 examples within 24 months involving similar maintenance/support experience), and price reasonableness. DBIDS cards, security clearances, and NAVSEA badging are required for all contractor personnel accessing the facility.
