About this opportunity

The Department of Veterans Affairs (VA) Technology Acquisition Center is seeking an enterprise-level, cloud-based digital communications Software-as-a-Service (SaaS) platform to manage its extensive email marketing and communication needs. The platform must be FedRAMP Moderate authorized and provide secure, authenticated communication capabilities for VA's 54 active accounts, which currently send over 2.5 billion emails annually to more than 28 million subscribers. Key requirements include multi-channel messaging support (email and SMS), detailed analytics, integration with VA internal data systems, and the ability to create customized communication campaigns with subscriber management tools. The solicitation aims to procure a commercial off-the-shelf solution that can support strategic information campaigns for veterans, beneficiaries, and VA employees. The current pre-solicitation notice indicates responses to the Request for Information (RFI) are due by 2:00 PM EST on May 15, 2025, with potential vendors submitting information to Dennis.Simms@va.gov and Michael.Weckesser@va.gov.

The contract will have a 12-month base period with four 12-month option periods, potentially spanning up to 60 months total. There is currently no specific set-aside designation for this opportunity, though the RFI indicates potential interest in considering Service-Disabled Veteran-Owned Small Businesses. The platform is expected to handle communications across multiple VA administrations, with the capability to interface with approximately 700,000 VA employee mailboxes and support both one-to-many and one-to-one messaging use cases. Optional tasks may include additional SMS functionality, individual messaging capabilities, and enhanced reporting API services. While specific award values are not explicitly stated, the comprehensive nature of the platform and the VA's extensive communication infrastructure suggest a significant potential contract value. The anticipated contract start date is July 29, 2025, with the primary objectives of improving communication efficiency, reducing message volume, and providing VA teams with more targeted and strategic communication tools.
