About this file

This is a Request for Information (RFI) from the Department of Veterans Affairs (VA) seeking market research for an Email Marketing Delivery Service and Software Maintenance solution. The VA requires an enterprise-level, cloud-based digital communications platform to support its extensive email communications, which currently involve 54 active accounts, over 3,000 topics, and 2.5 billion emails annually to a subscriber base of 28 million individuals. The desired SaaS platform must be FedRAMP Moderate-authorized, provide secure communication capabilities, support multi-channel messaging, offer detailed analytics, and integrate with VA internal data systems.

Interested vendors are asked to submit responses by 2:00 PM EST on May 15, 2025, to Dennis.Simms@va.gov and Michael.Weckesser@va.gov. The RFI seeks information on vendors' functional and technical capabilities, FedRAMP authorization, corporate experience, socio-economic classification, and potential set-aside eligibility (particularly for Service-Disabled Veteran-Owned Small Businesses). The anticipated contract will have a 12-month base period with four 12-month option periods. Vendors should note this is a market research exercise only, and no proposal or contract will be awarded directly from this RFI.
