About this opportunity
The Bureau of Land Management seeks commercial thinning services for the Elsom Sawmill Forest Health Stewardship project, with quotations due September 16, 2026. This is a Total Small Business Set-Aside under NAICS 115310, Firm Fixed Price Commercial Items Stewardship Services Contract with a 48-month performance period from October 1, 2026, through September 30, 2029.
Place of performance is approximately 19 miles southwest of Buffalo, Wyoming, in the Bighorn Mountains. The work encompasses ground-based commercial thinning of 229 acres across two units: a 40 BA basal area reduction unit covering 215 acres and a 20 BA unit covering 18 acres. Schedule A services include mobilization, road maintenance on Billy Creek Road (6.2 miles), and ground-based logging operations. Schedule B commercial product removal targets Douglas Fir sawlogs (2,200 tons, minimum $1.00 per ton), Ponderosa Pine sawlogs (3,300 tons, minimum $1.00 per ton), and all species product other than logs (1,500 tons, minimum $0.10 per ton). The contractor furnishes all labor, equipment, supervision, erosion control materials, and native grass seed.
The contract employs a stewardship credit mechanism where contractor-performed service work generates credits offsetting forest product removal value. Service Contract Act prevailing wage rates apply; forestry occupational wages range from $17.11 to $27.24 per hour plus fringe benefits including health and welfare at $5.92 per hour (up to 40 hours weekly) and paid holidays. Evaluation prioritizes Technical Approach and Relevant Experience (each significantly more important than price). A non-mandatory site visit occurs September 3, 2026, at 10:00 AM Mountain Time at the Hazelton Road parking lot. Questions are due September 10, 2026, at 1:00 PM MDT. Amendment 2 was posted August 28, 2026, correcting solicitation formatting. Contracting Officer: Brittney Linford.
