About this opportunity

The 28th Contracting Squadron at Ellsworth Air Force Base, South Dakota, is procuring the installation of a Juniper customer edge/DISA boundary device backhaul solution to modernize their ELMR IP-Based Trunking System. The Air Force Global Strike Command requires specific networking equipment including two SRX 1500 Juniper Routers, two EX 4000 Series Juniper Switches, and six EX 2300 Juniper Switches, along with comprehensive system engineering, installation, and cybersecurity support. All equipment must be Trade Agreements Act (TAA) compliant, and contractors must provide site surveys, equipment installation, documentation, training for up to five technicians, and a standard one-year commercial warranty. The procurement will be awarded as a firm-fixed price contract to the lowest-priced, technically acceptable offer based on a technical evaluation focused on Quality of Service (QoS) and network configuration, specifically the implementation of a 3-Layer QoS scheme. Quotes are due by September 17, 2025, at 7:00 AM MDT, submitted via email to Josh Johnson and SSgt Harold Moore.

This procurement is designated as a 100% Small Business Set-Aside under NAICS code 334111 (Electronic Computer Manufacturing) with a size standard of 1,250 employees, requiring vendors to be SBA-certified and maintain active SAM registration with a valid CAGE code. While no incumbent contractors are specifically mentioned in the solicitation materials, the project represents a network conversion and modernization effort for existing ELMR trunking systems. No specific contract value or budget range is disclosed in the available documentation. The project timeline spans from October 1, 2025, to January 31, 2026, with all work performed entirely on-site at Ellsworth Air Force Base in Box Elder, South Dakota. The installation must ensure network compatibility with DISA long-haul circuits and implement quality of service protocols for the base's telecommunications infrastructure.
