About this file
This is a Request for Quote (RFQ) issued by the U.S. Air Force for an ELMR IP-Based Trunking System. The solicitation is a total small business set-aside for electronic computer manufacturing services (NAICS 334111), with a size standard of 1,250 employees. Quotes must be submitted via email to SSgt Harold Moore and Mr. Josh Johnson by 0700 Mountain Standard Time on September 17, 2025. The contract will be a firm-fixed price requirement, with vendors required to provide pricing for each line item in the attached Price Sheet and submit a technical document detailing their approach to configuring Juniper SRX 1500 routers (or equivalent) to meet the network backhaul requirements.
The government intends to award the contract to the lowest-priced, technically acceptable offer that meets the minimum requirements and can be determined "fair and reasonable" by the Contracting Officer. Vendors must have an active System for Award Management (SAM) registration and provide their Commercial and Government Entity (CAGE) code. The technical evaluation will focus on the Quality of Service (QoS) and network configuration, specifically the implementation of a 3-Layer QoS scheme. Quotes will be rated as either "Acceptable" or "Unacceptable" based on how well they meet the solicitation's specifications, with vendors expected to provide their best available pricing and technical quotes in their initial submission.

The TEP is determined by totaling the amount of all line items identified in the offerors' quote submitted via Attachment 3.
