About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks grounds maintenance services at Elko National Cemetery in Nevada under a firm-fixed-price Indefinite Delivery Indefinite Quantity contract, with proposals due June 30 at 1:00 PM local time; vendor questions were due June 10 at 4:00 PM (PST), with answers provided via Amendment 0001 on June 22. This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring minimum 51% self-performance effort and compliance with subcontracting limitations per 852.219-75.
Place of performance is Elko, Nevada. The facility encompasses 8 acres (5 acres irrigated turf, 2.5 acres non-irrigated buffer, 0.35 acres landscaped beds). The contract is a hybrid Service Contract Act and Davis-Bacon Act vehicle, with DBA applying only to CLINs 0007 and 0008 (headstone setting and raise/lower/realign work). Scope includes interment and disinterment services, headstone services, gravesite and grounds maintenance, tree and shrub maintenance, irrigation and pond services, drainage maintenance, trash removal, pavement cleaning, ice and snow removal, structure cleaning and janitorial services, and ceremonies assistance. The cemetery is brand-new with zero headstones and no prior interments at contract award.
The base period runs from September 1, 2026 through February 28, 2027, with four optional 12-month periods extending through February 28, 2030. Gravesite excavation operators must hold a minimum of five years' general equipment experience and two years' gravesite-specific experience. An on-site manager must have minimum two years' commercial landscape maintenance supervisory experience and industry accreditation. The contractor must submit a Comprehensive Grounds Management Plan within 30 workdays of award and maintain an effective quality control program. Work is normally performed Monday through Friday, 8:00 AM to 4:30 PM, though the contractor must be available for ceremonies, special events, and emergency response outside normal hours as authorized by the Contracting Officer Representative. Proposals must remain valid for 120 days to accommodate potential construction delays affecting the September 1 start date. The NAICS code is 561730, Landscaping Services, with a small business size standard of 9.5 million dollars. Evaluation uses a tiered comparative analysis approach considering technical acceptability, past performance, and price. No site visit is scheduled due to construction safety at the location.
