About this opportunity
The Department of the Air Force Air Combat Command is soliciting elevator maintenance and inspection services for Davis-Monthan Air Force Base through Request for Quote FA487725QA267. This procurement covers comprehensive elevator services including monthly inspections, quarterly and annual inspections, emergency service callouts, and repair labor for 22 elevators across the base, ranging from 2-story buildings to a 7-story airfield tower. The contract will be structured as a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed price arrangement with annual ordering periods from December 1, 2025 through November 30, 2031. The government will award using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, requiring offerors to demonstrate corporate experience in elevator maintenance services. Critical dates include questions due by September 19, 2025, answers provided by September 23, 2025, and proposals due by October 15, 2025, with a planned site visit that was ultimately canceled due to government shutdown.
This requirement is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 561210 with a small business size standard of $47 million. The current contract FA487721D0003 is set to expire on November 30, 2025, making this a recompete procurement. The elevator inventory includes 15 hydraulic elevators, 2 roped elevators, 2 traction elevators, and 3 wheelchair lifts from various manufacturers including Schindler, Thyseen Krupp, KONE, and others, with installation dates ranging from 1976 to 2022 and capacities between 750 and 4,500 pounds. All work will be performed at Davis-Monthan Air Force Base in Tucson, Arizona, with contractors required to obtain annual badging and base access following background checks. The contract structure includes no guaranteed minimum quantities, with payment based on actual services furnished across multiple contract line items covering different types of inspections and repair services.
