About this opportunity
NAVSUP Fleet Logistics Center San Diego is conducting a market survey to identify capable businesses for Electronic Security System technical support services at the Surface Combat Systems Training Command San Diego Domain. The services encompass ongoing repair, maintenance, and upgrades of security systems including Intrusion Detection Systems and Access Control Systems, primarily utilizing the OnGuard Lenel system, across eight buildings at Point Loma Annex and 32nd Street locations. Contractors must possess DOD Secret Security Clearance and demonstrate capability to provide 24/7/365 emergency response within a four-hour window, along with creating detailed map layouts of security system components. Interested small businesses must submit a three-page Capability Statement by August 6, 2025, at 12:00 PM PST, including corporate information and 1-3 citations of relevant electronic security system experience from the past four years. This market survey falls under NAICS code 561621 with a $25 million small business size standard, and responses will be evaluated based on demonstrated technical capabilities and relevant project experience.
The opportunity is specifically reserved for small businesses only, with large businesses explicitly instructed not to respond, and the government may consider various small business set-aside programs including 8(a), HUBZone, SDVOSB, and WOSB designations. The anticipated contract structure is a Firm Fixed Price arrangement with a 12-month base performance period running from September 30, 2025, through September 29, 2026, followed by four additional one-year option periods extending through September 29, 2030. The contractor will provide 192 hours of routine technical support annually through an ESS Technician working two eight-hour days per month, with emergency repair costs capped at $25,000 per year. No incumbent contractor information was provided in the documentation, and while no specific total contract value was disclosed, the multi-year structure with base plus four option periods suggests a potentially significant long-term engagement. The work scope covers technical services across multiple secure facilities in the San Diego region, requiring specialized security system expertise and appropriate security clearances for personnel access.
