Market research was performed in accordance with FAR 10.002(b)(2). In addition, the Government intends to negotiate with only a Lenel Value Added Reseller (VAR) under the authority of FAR 13.106-1(b)(1)(i), since installation and configuration of a system other than Lenel will void NAVFAC Southeast’s software upgrade and support plan agreement with Lenel Systems.

As a result, the proposed Request for Proposal (RFP) will be issued on an unrestricted basis under full and open competition. All responsible sources with VAR certification may submit a proposal in response to the solicitation.
