About this opportunity
The U.S. Government Accountability Office (GAO) is seeking electronic postage mailing services (E-postage) through a Firm-Fixed Price contract to provide centralized access to mailing and postage needs across its 12 locations. The solicitation (RFQ 05GA0A25Q0018) requires a FedRAMP-authorized online system that enables comprehensive postage cost tracking, technical support, and electronic postage generation. Contractors must provide an integrated solution that supports shipping label creation, includes three 5-lb scales per location, and ensures Intelligent Mail Indicia (IMI) compliant postage. The evaluation will use a best value tradeoff source selection process, with technical factors weighted more significantly than price. Key deadlines include submitting questions by March 13, 2025, at 10:00 AM EST, and quotation submissions by April 3, 2025, at 10:00 AM EST, which must be emailed to Contracting Officer Adrienne Washington and Contract Specialist Courtney Seace.
The solicitation is not set aside for any specific business category and falls under NAICS code 491110 with a business size standard of $9 Million. The contract will have a 12-month base period from July 1, 2025, through June 30, 2026, with four optional 12-month extension periods that could potentially extend the contract through June 30, 2030. The place of performance is Washington, DC 20548, though the services will support 12 GAO locations nationwide. While specific award value is not explicitly stated, the comprehensive nature of the electronic postage services suggests a significant contract potential. The procurement is a recompete of a previous contract (No. 05GA0A24P0011), indicating an established requirement for these electronic postage management services. Vendors must demonstrate robust security capabilities, including protection of personally identifiable information and compliance with NIST 800-53 security guidelines.
