About this opportunity
The United States Marine Corps intends to solicit an Electronic Limited Technical Inspection (LTI) and System Integration Solution, with an RFI response deadline of August 26, 2026. No set-aside is anticipated. This is an information-gathering RFI only and does not constitute a commitment to contract.
The Marine Corps seeks to automate the currently manual Limited Technical Inspection process conducted by Medical Logistics Companies when issuing Authorized Medical Allowance Lists and Authorized Dental Allowance Lists. The solution comprises two interconnected components: an Electronic LTI Process utilizing Commercial Off-the-Shelf or Government Off-the-Shelf handheld scanners, tablets, or electronic inventory devices to automate asset data capture with offline/local validation capabilities, and Asset Visibility & Integration providing secure bidirectional interfaces with the Defense Medical Logistics Standard Support system and real-time data integration with the Maven Smart System to enable total asset visibility without manual data entry.
Work is performed primarily on-site at Camp Lejeune, North Carolina, with potential expansion to Camp Pendleton, California, and Camp Kinser, Okinawa, Japan. Remote or off-site development is permissible at contractor facilities. All contractor and subcontractor personnel requiring physical base access or logical access to DMLSS, MAVEN, and the Marine Corps Enterprise Network must be U.S. citizens, possess a favorable background investigation (minimum Tier 1 for CAC issuance or Tier 3 for Secret clearance if accessing sensitive data), and complete mandatory DoD cybersecurity training. The contractor will be responsible for developing and maintaining all required Risk Management Framework artifacts per DoDI 8510.01 to achieve favorable Authority to Operate approval from the Marine Corps Authorizing Official. Responses must address hardware and data capture, system integration, cybersecurity and ATO with RMF experience, and implementation and training including phased rollout and train-the-trainer support. Submit capability statements or white papers to Contract Specialist Ms. Ebony King (ebony.king@usmc.mil) and Contracting Officer Ms. Shanna Laging (shanna.laging@usmc.mil). The Government has not yet determined whether the requirement will be awarded as a single contract or structured with separable hardware and software components under distinct awards or prime/subcontractor arrangements.
