About this file

This is a Request for Information (RFI) issued by the United States Marine Corps, Portfolio Acquisition Executive Marine Corps, Expeditionary Medical Systems (EMS), seeking vendor capabilities for an Electronic Limited Technical Inspection (LTI) and System Integration Solution. The RFI number is M67854-26-I-5422, posted July 29, 2026, with a response deadline of August 26, 2026, by 5:00 p.m. EST. The effort is classified under NAICS Code 541512 (Computer Systems Design Services) and PSC/FSC Code DA01 (IT and Telecom - Business Application/Application Development Support Services).

The Marine Corps seeks to automate the currently manual Limited Technical Inspection process conducted by Medical Logistics (MEDLOG) Companies when issuing Authorized Medical Allowance Lists (AMAL) or Authorized Dental Allowance Lists (ADAL). The solution must comprise two interconnected components: (1) an Electronic LTI Process utilizing Commercial Off-the-Shelf/Government Off-the-Shelf (COTS/GOTS) handheld scanners, tablets, or electronic inventory devices to automate asset data capture with offline/local validation capabilities; and (2) Asset Visibility & Integration providing secure, bidirectional interfaces with the Defense Medical Logistics Standard Support (DMLSS) system and real-time data integration with the Maven Smart System (MSS) to enable total asset visibility without manual data entry. Responses must address four core requirements: Hardware & Data Capture, System Integration, Cybersecurity/Authority to Operate (ATO) with Risk Management Framework (RMF) experience, and Implementation & Training including phased rollout and train-the-trainer support for MEF MEDLOG Companies. Interested vendors must submit capability statements or white papers to Contract Specialist Ms. Ebony King (ebony.king@usmc.mil) and Contracting Officer Ms. Shanna Laging (shanna.laging@usmc.mil). This is an information-gathering RFI only and does not constitute a commitment to contract; all response costs are the vendor's responsibility, and not responding does not preclude participation in future solicitations.

Description

This Sources Sought announcement is to assist the United States Marine Corps (USMC), Portfolio Acquisition Executive Marine Corps (PAE-MC), Expeditionary Medical Systems (EMS) to identify potential vendors capable of developing, testing, and implementing an Electronic Limited Technical Inspection (LTI) and System Integration Solution.

Currently, when Medical Logistics (MEDLOG) Companies issue an Authorized Medical Allowance List (AMAL) or Authorized Dental Allowance List (ADAL) to a using unit, they must conduct a manual Limited Technical Inspection (LTI). This manual process results in slow data input into the Defense Medical Logistics Standard Support (DMLSS) system and a critical lack of real-time asset visibility for higher headquarters.

The objective of this effort is to acquire a digital warehousing solution divided into two interconnected parts:

1. Electronic LTI Process: Automating the capture and transfer of asset data during technical inspections at the MEDLOG Company level utilizing Commercial Off-the- Shelf / Government Off-the-Shelf (COTS/GOTS) handheld scanners, tablets, or electronic inventory devices.

2. Asset Visibility & Integration: Providing a seamless, real-time interface with DMLSS and subsequent integration into the Maven Smart System (MSS) to ensure data integrity and total asset visibility at the higher headquarters level.
