The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is procuring electronic file system disassembly, removal, and disposal services for 11 Military Entrance Processing Stations (MEPS) located across the United States. The contractor will be responsible for completely removing 27 existing electronic filing systems, including Kardex Remstar vertical carousels, Lektriever base units, Datum MobileTrak3 mobile aisle shelves, and Space Saver rotating filing towers. Key requirements include providing all necessary personnel and equipment, maintaining clean work sites, properly disposing of electronic waste in compliance with federal, state, and local regulations, and performing thorough final cleanup to restore workspaces to original condition. The contract will be evaluated using Simplified Acquisition Procedures and awarded to the lowest-priced, technically acceptable offeror. The original response deadline of June 23, 2025 has been extended to July 8, 2025 at 11:00 AM EST, with the performance period running from July 14, 2025 through October 13, 2025.

This solicitation is set aside for Women-Owned Small Business (WOSB) concerns under the Total Small Business designation, with an anticipated total contract value of $20,000,000. The contract covers MEPS facilities in Springfield (MA), Lansing (MI), Seattle (WA), Los Angeles (CA), Kansas City (MO), Pittsburgh (PA), Salt Lake City (UT), Boston (MA), Memphis (TN), Anchorage (AK), and El Paso (TX). Each location represents a separate contract line item (CLIN), with the quantity of filing systems ranging from 1-7 units per location. The firm fixed-price contract includes standard business hours performance Monday through Friday, excluding federal holidays, with work to be performed at the respective MEPS locations throughout the United States. The government has reserved the right to evaluate an optional six-month service extension beyond the base performance period.

Note 26June2025 - Added the following additional question and response to the Industry questions attachment:

5.For the Seattle MEPS - The pictures show rotating filing towers but the latest description says Lektriever Base Unit125-1411W. Can you provide which it is or is it both? Answer: Seattle has 7 towers with 8 cabinets per tower.The filing system is called Lektriever Base Unit model 124-1411W. There is no serial number. The correct dimensions are 93” (H) X 34” (D )X 26” (W).
