About this opportunity
The Defense Logistics Agency Contracting Services office at Columbus intends to award a sole source contract to Andrew S. McCreath & Son, Inc. for sampling and testing laboratory services related to Electrolytic Manganese Metal (EMM). This is a firm fixed-price contract with a performance period running from the award date until July 31, 2026, or until the contractor has sampled and tested 37 lots of EMM, whichever occurs first. The work will involve sampling approximately 37 lots of EMM, with each lot averaging 85 metric tons, at a facility in Granite City, Illinois. The agency has published this special notice to allow other responsible sources to submit capability statements demonstrating their ability to provide the requested services before the intended award. The government retains sole discretion over whether to compete this proposed contract based on responses received.
The primary objective is to verify the chemical and physical properties of EMM through representative sampling during the material vendor's repackaging process, including particle size analysis and comprehensive chemical elemental analysis. Interested contractors must submit capability statements by June 25, 2025, at 12:00 pm EST to the designated contracting officer email address. To be eligible, contractors must be ISO/IEC 17025:2005 accredited and capable of performing the required sampling and testing protocols. The contractor will be expected to sample each EMM lot during repackaging, with initial expectations of sampling up to 600 metric tons within the first three months, followed by approximately one to two lots per week thereafter. Travel costs are capped at $100,000 and limited to travel within the Continental United States between the contractor's location and the EMM vendor's site in Granite City, Illinois. The government will not reimburse interested sources for any information provided and will not honor requests for capability briefings.
