About this file

This document is a Notice of Intent to Sole Source for Electrolytic Manganese Metal (EMM) Sampling and Testing issued by the Defense Logistics Agency Contracting Services Office, Columbus Division #3. The agency intends to award a firm fixed-price sole source contract to Andrew S. McCreath & Son, Inc. for laboratory services involving sampling and testing of EMM. The contract period will run from the award date until July 31, 2026, or until 37 lots of EMM have been sampled and tested, whichever occurs first.

The scope requires the contractor to sample each EMM lot during the repackaging process, with an initial expectation of sampling up to 600 metric tons within the first three months, followed by approximately one to two lots per week thereafter. The objective is to verify the chemical and physical properties of the EMM through representative sampling during the material vendor's repackaging process, including particle size analysis. Interested vendors must submit capability statements by June 25, 2025, at 12:00 pm EST to Cecilia.Arrington@dla.mil, with the understanding that the government retains sole discretion on whether to compete the proposed contract.

SOURCE SELECTION INFORMATION. SEE FAR 2.101 AND FAR 3.104

Background: This requirement will be a follow-on contract for sampling and testing services currently being completed for a previous Electrolytic Manganese Metal (EMM) for sampling and testing Services.

In FY2024, the government awarded a material acquisition contract for EMM on which sampling and testing services were performed by Andrew S. McCreath & Son, Inc.

(“McCreath”). The government also requires sampling and testing services for this FY2025 follow-on EMM material acquisition. The procurement of these services for the original EMM material acquisition in FY2022 was effected via a MIPR with the Army. The testing portion of these services by McCreath will provide the data the government needs for Strategic Materials required records of Certificates of Analysis of Record for the material.

Scope: The contractor shall sample each lot of EMM material during the repackaging process. Although the material vendor can ship no more than 600MT of EMM to the government during any single month, the material vendor intends to build up at least one month of deliveries as a buffer to their inventory. As such, the contractor shall expect to sample up to 600MT of EMM within the first three months. After the material vendor has established a buffer of EMM, the contractor shall expect to sample approximately one to two lots per week, each month subsequently.

Objectives: Defense Logistics Agency – Strategic Materials, is purchasing bulk Electrolytic Manganese Metal (EMM) in flake form. To verify the material the Government purchases meets the chemical and physical property specifications the Government requires, the Government will require a representative sample of each lot of EMM is tested. Sampling of the government EMM shall take place in processus during the material vendor’s repackaging process, where the EMM is transferred into 55-gallon steel drums. To minimize EMM flake breakage, the contractor shall also perform particle size analysis in processus while they are collecting the sample. Each sample shall be representative of each lot of EMM. Each lot of EMM will be between 75 MT and 95 MT.
