About this opportunity
The Air Force Materiel Command Test Center is seeking market intelligence from qualified vendors regarding their capabilities to design and install an Electrical Power Extraction system at Arnold Air Force Base in Tennessee. The project involves integrating load banks connected to two generators and power supplies for starters across three separate test facilities to extract electrical power. Prospective vendors must demonstrate expertise in high-power electrical systems, generator integration, power control systems, and system design and integration methodology that includes design through testing with defined milestone management for Preliminary Design Review, Critical Design Review, and System Requirements Review. Vendors must also outline their ability to deliver comprehensive technical documentation including P&IDs, schematics, installation plans, manufacturing plans, FMEA analysis, and verification/validation plans, and must ensure compliance with NIST SP 800-171 requirements. The critical deadline for responses is February 24, 2026 COB; vendors seeking access to restricted Distribution D documents must submit their CAGE code for validation by February 12, 2026 COB to Agreements Officer Greggory C. Jones.
This is a pre-solicitation market intelligence request with no set-asides designated, and no award is guaranteed at this stage. Vendors must provide budgetary estimates for both a business process prototype phase and full project execution, with system delivery needed by Q3 FY28 (J-2) for the prototype phase and Q3 FY29 (C-2) for final delivery. All responses must address compliance with 10 U.S.C. 4022 "Appropriate Use of Authority" by selecting one of three criteria: participation by a nontraditional defense contractor or nonprofit research institution; all significant participants being small businesses or nontraditional defense contractors; or at least one-third of project costs funded from non-Federal sources. The government will retain unlimited data rights to all contractor-provided technical documentation, drawings, analysis reports, and programming. This market intelligence phase precedes formal proposal submission and represents an opportunity for interested vendors in NAICS code 541330 (Engineering Services) to demonstrate their qualifications before a formal Request for Proposal is issued.
Notice text
The Government is currently in the market intelligence phase of this project, aimed at identifying qualified vendors who can meet the technical and regulatory requirements for an Electrical Power Extraction system.
