About this file
This is a Market Intelligence Request memorandum from the Air Force Materiel Command (AFMC) at Wright-Patterson Air Force Base, issued February 3, 2026, soliciting information from vendors in NAICS code 541330 (Engineering Services) regarding their capabilities for an Electrical Power Extraction system project. The Government is in the market intelligence phase and seeks responses addressing three primary technical capability areas: high-power electrical system expertise (including resistive load banks, generator integration, and power control systems similar to AEDC test environments), system design and integration methodology (covering design through testing with milestone management for PDR, CDR, and SRR), and data deliverables (including P&IDs, schematics, CONOPS, installation plans, manufacturing plans, FMEA, and verification/validation/acceptance plans). Vendors must also provide budgetary estimates for both a business process prototype phase and full project execution, with system delivery need dates of J-2 (Q3FY28) and C-2 (Q3FY29).
Additionally, vendors must address compliance with 10 U.S.C. 4022 "Appropriate Use of Authority" by selecting one of three criteria: participation by a nontraditional defense contractor or nonprofit research institution; all significant participants being small businesses or nontraditional defense contractors; or at least one-third of costs funded from non-Federal sources. The project requires NIST SP 800-171 compliance; vendors must request access to Distribution D documents (Performance Parameters and related appendixes) by February 12, 2026 COB by providing their CAGE code to the Agreements Officer for validation before receiving restricted materials. Market Intelligence responses are due February 24, 2026 COB. This is explicitly not a Request for Proposal, and no award is guaranteed. Greggory C. Jones is the Agreements Officer. A Statement of Objectives draft is attached.

MEMORANDUM FOR VENDORS UTILIZING NAICS CODE 541330: ENGINEERING SERVICES
FROM: AFMC/AFTC/PZIA (Arnold) 100 Kindel Drive Arnold AFB, TN 37389-1332
SUBJECT: Electrical Power Extraction – Market Intelligence Request
The Government is currently in the market intelligence phase of this project, aimed at identifying qualified vendors who can meet the technical and regulatory requirements for an Electrical Power Extraction system.
To help the Government assess your company's suitability, please provide concise responses to the following key questions:
Technical Capabilities (Top 3):
1. High-Power Electrical System Expertise: Describe your company’s experience in designing, installing, and testing high-power electrical systems. Specifically address your experience with resistive load banks, generator integration, and power control systems in an industrial or test environment similar to AEDC.
2. System Design & Integration: Summarize your approach to developing a fully functional electrical power extraction system, from design and fabrication to installation and testing. Outline your typical process for managing milestones such as Preliminary Design Reviews (PDR), Critical
Design Reviews (CDR), and System Readiness Reviews (SRR).
3. Data Deliverables: Describe the typical reports and data you provide for a project of this scope, including design documentation, analysis, calculations, and test plans. Give examples of key deliverables such as Operational Drawings (P&IDs, Schematics), CONOPS, Installation Plans, Manufacturing Plans, Failure Modes and Effects Analysis (FMEA), and Verification, Validation, and Acceptance Plans.
Budgetary & Timeline Information:
Please provide the following budgetary estimates and acknowledge the required need dates:
1. A budgetary price for a business process prototype for this project, which may consist of project management elements, finalized developed statement of work, etc.
2. A budgetary price for the actual execution of the full project, understanding the known need dates for system delivery are J-2 (Q3FY28) and C-2 (Q3FY29).
10 U.S.C. 4022 - Appropriate Use of Authority:
Provide a brief overview of how your company anticipates satisfying the "Appropriate Use of Authority" requirement as defined in 10 U.S.C. 4022(d)(1)(A)-(C). Specifically, indicate which of the following criteria (A, B, or C) your company intends to leverage and provide a brief rationale for your selection:
(A) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.
(B) All significant participants in the transaction other than the Federal Government are small businesses
(including small businesses participating in a program described under section 9 of the Small Business Act
(15 U.S.C. 638)) or nontraditional defense contractors.
(C) At least one-third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.
NIST SP 800-171 and Distro D Information:
This project requires adherence to NIST SP 800-171. To understand the technical performance parameters necessary to meet this requirement, you may request access to documents marked as Distribution D, such as Attachment 1 – Performance Parameters and other Distro D Appendixes.
To request these documents, and before you can receive them, your company must undergo a NIST SP 800-
171 compliance vetting process. Please provide your company's CAGE code to the Agreements Officer, who will then validate your organization's NIST SP 800-171 compliance.
Important: Distribution D attachments will be released only after the successful validation of your company's NIST SP 800-171 compliance. Failure to meet this requirement will prevent access to this critical project information.
This is not a request for proposal, and an award is not guaranteed to be made. Information received is intended to help the Government determine the final acquisition approach.
