About this opportunity
The National Institute of Standards and Technology intends to solicit an Electrical Performance Monitoring System for advanced packaging reliability testing, with a sources sought notice response deadline of June 26, 2026. No set-aside is anticipated.
The system will be delivered to NIST Gaithersburg, Maryland, no later than five months after receipt of order. The requirement is a single commercially available modular DC current-stress/electrical analyzer system, new equipment only (not used, remanufactured, experimental, or prototype), shipped in original manufacturer packaging with complete documentation and software. Minimum specifications include at least eight independently programmable DC source output channels supporting constant-current and constant-voltage operation; 0 to 3 A continuous per channel with 0.05% accuracy plus 500 microamperes; 50 V minimum compliance per channel; 100 W minimum output power per channel; four-wire remote sense capability for low-resistance structures; integration with external digital data acquisition systems; support for external four-terminal precision current shunts; hardware output disconnect relays per channel; and multiuser software supporting automated long-duration testing, data logging, and time-stamped data export with specified storage capability. The system will measure solder joint performance (ubumps, TSVs, C4 bumps) in 2.5D semiconductor devices under environmental chambers at approximately 2.0 × 10⁴ A/cm² intended current density. A 12-month warranty covering defects in materials and workmanship is required. Payment will be issued upon delivery, installation, and Government acceptance; partial shipments and invoices require prior Contracting Officer approval.
The NAICS code is 334515 (small business size standard 750 employees); PSC code is 6625. Responses should be submitted to Jennifer.lohmeier@nist.gov and will be used as market research to inform subsequent solicitations on SAM.gov or GSA ebuy.
