About this file

This is a Request for Information/Sources Sought Notice issued by the National Institute of Standards and Technology (NIST) to identify potential providers of electrical performance monitoring systems. Notice ID AMD-SSN-26-01461 has a response deadline of June 26, 2026, and applies to companies in NAICS Code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a small business size standard of 750 employees. The PSC Code is 6625 for Electrical and Electronic Properties Measuring and Testing Instruments.

NIST seeks a specialized electrical performance monitoring system capable of providing controlled, accurate current for multiple test vehicles to conduct in-situ resistance measurements during multi-stress accelerated aging tests. The system must enable detection of failure initiation and real-time degradation data collection to characterize aging behavior in heterogeneously integrated semiconductor devices, supporting NIST research related to advanced packaging reliability and the CHIPS R&D Metrology Program's Grand Challenge 3 for long-term aging studies. The anticipated delivery lead-time is five months or less after order receipt. Respondents must submit company information including name, address, contact details, Unique Entity Identifier, sam.gov registration status, business size validation, GSA Schedule contract information (if applicable), and standard commercial pricing explanations. Responses should not exceed three pages (excluding cover page and pricing sections), should be submitted to Jennifer.lohmeier@nist.gov by the closing date, and should avoid excessive marketing language. This is strictly market research; NIST will not award contracts, provide feedback, or respond to questions about the market research results, though subsequent solicitations may be issued on SAM.gov or GSA ebuy based on collected information.

Request for Information/ Sources Sought Notice for Providers/Suppliers of Electrical Performance Monitoring Systems

Notice ID: AMD-SSN-26-01461

Contract Opportunity Type: Sources Sought

Response Date: June 26, 2026

PSC Code: 6625 – Electrical and Electronic Properties Measuring and Testing Instrument

NAICS Code: 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The associated small business size standard is 750 employees.

BACKGROUND

This is a notice to Request Information (RFI)/Sources Sought Notice (SSN) from industry to help determine the availability and capability of small business and other than small businesses that are capable of providing the product or services required by the U.S. Department of Commerce, National Institute of Standards and Technology (NIST). NIST is conducting market research to identify potential sources that can an electrical performance monitoring system capable of generating time-resolved data necessary to populate an open-source physical property database.

This system will support NIST research related to reliability of advanced packaging in heterogeneously integrated semiconductor devices. This capability directly supports the CHIPS R&D Metrology Program’s Grand Challenge focused on long-term aging studies of integrating components in advanced packaging. By providing the semiconductor industry with an accurate material property database of polymeric packaging components throughout long-term aging and a new, more accurate reliability model, long-term reliability design efficiency (both time and cost savings) will be greatly improved.

This notice is strictly to request information for market research purposes to help NIST determine the appropriate acquisition strategy for this requirement. This notice shall not be construed as a solicitation, an obligation, or commitment by the NIST.

OVERVIEW

This project requires a specialized system to provide controlled, accurate current for multiple test vehicles for in-situ resistance measurements during multi-stress accelerated aging tests. The system shall enable detection of failure initiation and collection of real-time degradation data necessary to characterize aging behavior in heterogeneously integrated devices. By supporting the capture of real-time resistance change data, the project aims to improve the accuracy of lifetime prediction models and support the objectives of the CHIPS Metrology Program Grand Challenge 3. See attached draft Statement of Work (SOW).

ANTICIPATED PERIOD OF PERFORMANCE

The delivery lead-time shall be within 5 months or less after receipt of order.

INFORMATION REQUESTED FROM INDUSTRY SOURCES:

NIST invites industry sources to review this notice carefully and to familiarize themselves with the draft SOW. Thereafter, NIST encourages those sources to submit the following:

• Company Summary:

1. Notice ID and its Title for this posting

2. Your company’s name, address, website address and Unique Entity Identifier (if the company has one)

3. Company point of contact, their phone number, and their email address

4. Your company’s size status as it relates to 334515 – Instrument Manufacturing for

Measuring and Testing Electricity and Electrical Signals with a size standard of 750 employees. See table of business size standards at https://www.sba.gov/document/support-table-size-standards for more information.

5. Indicate whether your company has an active registration for procurement purposes in sam.gov.

6. GSA Schedule contract (including contract number, name and contact information for contracting officer, contract SOW, contract terms and conditions and contract prices).

Standard Commercial Pricing: If your company has standard commercial pricing for its standard commercial products/services, please explain what it includes. You may also provide an estimate for the draft SOW requirements if you would like to do so.

Do not include a proposal with specific pricing for the draft SOW; such information will not be considered. NIST will use commercial pricing information to help it estimate a fair market price for the upcoming acquisition. Please note this section does not count toward the page limit.

The Government reserves the right to follow up on a one-on-one basis with respondents to request additional information or clarifications about information submitted.

THIS IS STRICTLY MARKET RESEARCH. NIST WILL NOT RESPOND TO

QUESTIONS REGARDING THE RESULTS OF THIS MARKET

RESEARCH. REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE

PROVIDED
