About this opportunity
The Department of the Air Force Air Mobility Command is soliciting offers for the purchase and delivery of one (1) 2000 KVA Class 7240 unit substation transformer to replace a leaking unit currently in service. The transformer must be liquid-filled with non-PCB insulating fluid, pad-mounted, three-phase loop feed configuration operating at 60 Hz, with primary voltage of 13,800 GRDY/7970 volts and secondary voltage of 480/277V, featuring a 5-position voltage tap changer and a 4-position load break switch in a tamper-resistant, pad-lockable green enclosure. The evaluation will be conducted using the Lowest Price Technically Acceptable (LPTA) methodology, whereby proposals will first be assessed for technical acceptability against the salient characteristics specifications, with contract award made to the lowest-priced technically acceptable vendor. Offers must be submitted by March 19, 2026, at 5:00 PM local time, with the government reserving the right to conduct interchanges with vendors or award without interchanges. Offerors must complete specific blocks (12, 17, 23, 24, and 30) of the Standard Form 1449 when submitting their proposals.
This is a 100% small business set-aside acquisition, making it available exclusively to small business entities meeting the NAICS 335311 size standard of 800 employees. The contract is structured as a firm fixed-price arrangement with payment to be made via electronic funds transfer in accordance with Wide Area Workflow (WAAWF) instructions. The transformer must be delivered within 240 calendar days from the date of award to Joint Base Charleston, North Charleston, South Carolina 29404. Inspection and acceptance will occur at both the contractor's facility and the government's facility (F1M3E3) in Charleston, with technical acceptance by Rajendra Surajpal. Contractors will be required to comply with health and safety standards on government installations, obtain base identification and vehicle passes for Air Force installation access, and adhere to Air Force Occupational Safety and Health (AFOSH) Standards.
