About this opportunity
This solicitation seeks design and installation services for a 300 kW roof-mounted solar photovoltaic system at Building 59. The Defense Logistics Agency Distribution aims to increase the building's electric power resiliency through on-site solar generation integrated with its distribution system. The contractor must provide all labor, materials, tools and equipment and interconnect the solar output to the existing electrical service to offset retail electric consumption. Bids will be evaluated based on technical compliance with specifications, scope of work and drawings, as well as price. Proposals are due by August 30, 2021.
This is a total small business set-aside designated under NAICS code 238210 - Electrical Contractors and Other Wiring Installation Contractors. The PSC code is R408 - Electric Power and Distribution Equipment. Five contractors submitted bids ranging from $1.2M to $2.5M to complete the work within 270 calendar days at the place of performance in Tracy, California. The apparent low bid was $1.2M from AE Solutions LLC. The optional expansion increments could increase the award value up to $2.5M if all options are exercised.

Project Description:
1. Contractor is to provide all labor, supervision, materials, tools, and equipment design and install roof mounted
300 KW solar photovoltaic system for building 59.
2. PV electrical output will be interconnected with the existing electric service to the building.
3. All PV generated will be used to displace "behind-the-meter" retail electric consumption.
4. The PV solar panels’ layout of the rooftop PV system shall be designed so as not to interfere with the servicing of
existing mechanical equipment, roof drains, or other roof equipment that requires regular servicing. Access aisles
will be provided on the rooftop and appropriate clearances to maintain roof top mechanical equipment.
5. PV system shall meet 85 mph 3 second gush wind load.
6. Use maximum ballasts for PV panel anchoring. Repair, seal, weather tight all roof penetration. Coordinate with the
roof manufacturer to provide certificate of roof warranty not invalidated by solar PV installation.
7. Output from the PV panels will be converted to AC through inverter mounted on solar panels and then interconnected
to the main electrical switchgear. The new PV systems will tie in with the existing Base-wide electrical distribution
system.
8. PV system design include appropriate disconnects and grounding systems to safely interface with the government's
distribution.
All work shall be performed complete and in accordance with the Specifications including Scope of Work and Drawings.
