Amendment 0001 is incorporated into the task order request for proposal form for the project “Electric Power Resiliency - Bldg.59”, DLA Distribution San Joaquin and shall become part of any resulting task order issued.

Amendment 0001 is being issued to answer Vendor questions and provides a revised RFP Attachment 2 SOW. Please see attached.

Answers to vendor questions are listed below.

Vendor Questions:

Question 1: General: Please confirm that all construction material including but not limited to PV panels and inverters must abide by the Buy American Act.

Answer 1: Confirmed.

Question 2: General: Please confirm that the Site Superintendent, QCM, and SSHO can be a single individual.

Answer 2: QCM and SSHO can be a same individual (must have both the qualifications as called for in RFP) but site superintendent would be a separate individual.

Question 3: General: Please confirm usage of the roof crane located on the south end of the building is acceptable throughout this project.

Answer 3: Existing roof crane will not be allowed for any construction activity. Contractor must arrange their own crane/lift etc.

Question 4: Electrical: Please confirm the (E) lightning protection system is certified and will allow tie-in for the PV system.

Answer 4: Confirmed.

Question 5: Electrical: Please confirm that rigid galvanized steel (RGS) is required for all rooftop conduit.

Answer 5: Conduits shall be RGS wherever there is a potential pedestrian traffic or where ever maintenance personnel may have to cross over them to perform maintenance. Rest EMT is good enough.

Question 6: Can The QC Manager, SSHO and Superintendent be one person?

Answer 6: No, see response to question #2.

Question 7: Will a Commissioning Agent be required, if so will a third party Commissioning Agent be required?

Answer 7: Yes, a commissioning agent will be required. Power panel supplier/ installer company can perform commissioning but not the general contractor (if any) Commissioning must be performed by a qualified individual who is not a part of the contractor’s installation team.

Question 8: We are requesting that the period of performance be changed from 270 calendar days to 365 calendar days due to Procurement Long Lead times, Unknown impact on lead times due to COVID-19 impact and unknown phasing of work plan for this project.

Answer 8: The Government does its best to estimate an appropriate lead time and 270 days is determined to be adequate at this point. If the awarded contractor finds that there are specific issues with long lead times for material purchases, they should notify the Government immediately with substantiating documentation.

Question 9: Once RFI questions are answered we are requesting that the proposal due date be extended by 21 calendar days.

Answer 9: Proposal due date cannot be extended.

Question 10: Are we required to hook the new roof top solar panels to the existing lightning protection grid?

Answer 10: Yes.

Question 11: The existing in coming power source is currently hook up to a pad mount Transform with a Backup Generator with an ATS that feeds the switch gear into the building. Per the RFP the “Government shall perform all power switching and LOTO.” Are we to provide a complete Solar System and not do any tie in or switch over?

If we are required to switch over or tie in what percent of the building will be on Solar Power?

Answer 11: The government will provide LOTO and power switching i.e. only to de-energize power to the existing power panel to facilitate new Solar PV tie in. Contractor shall provide a complete functional solar PV system tied to the existing power panel. Under normal power supply situation the solar PV will be connected to the main power panel and feed the entire building 59. During the power failure situation the solar PV, system will be turned off. (See the single line diagram). During the power failure, the stand by generator will feed only one circuit of the existing power panel through the connected ATS. Solar PV system and the generator will never be connected together.

Question 12: Please confirm all conduit are to be surface mount and “no penetrations” will be need?

Answer 12: This is a design build project. All conduits will be surface mount unless it is absolutely required otherwise.

Question 13: Please confirm all Solar Panels can be placed on Roof without any penetrations to the existing Roof?

Answer 13: This is a design build project. Preferred mode of installation is with ballast support without any roof penetration. If roof penetration cannot be avoided than, the contractor must work with the roof manufacturer to certify the roof penetration and certify that the roof warranty is not void due to any such roof penetrations.

Question 14: Is there a minimum set back / pathway from smoke vents outside of the local fire code requirements?

Answer 14: Minimum 3’ set back is required.

Question 15: Is individual panel monitoring desired or is a two for one panel monitoring device sufficient?

Answer 15: Individual panel monitoring is required.

Question 16: Is a 6ft outside perimeter fire setback the minimum requirement for a pv installation on this base?

Answer 16: Yes.

Question 17: The main breaker will need to be derated to 1000 Amps to make room for the solar breaker; Will a load calculation be required?

Answer 17: New solar PV system must be NEC and other applicable codes compliant.

Question 18: Does the building back feed to its own PGE meter?

Answer 18: Additional solar power will be fed back to the 12 KV grid through the existing power panel/meter.

Question 19: Can EMT be used or is rigid conduit a requirement on base?

Answer 19: Conduits shall be RGS wherever there is a potential of pedestrian traffic or where ever maintenance personnel may cross over them to perform maintenance. Rest EMT is good enough.

Question 20: Attachment 2 SOW Solar PV Bldg.59 REVISED as of 0001.pdf the title in attachment 2 states the SOW is for project REPLACE SOLAR PHOTOVOLTAIC AND WATER HEATER BLDG.100 DDJC, Please advise.

Answer 20: It’s a typo. The Entire project is for the building 59 only. Revised Attachment 2 SOW is provided with this amendment.

All other terms and conditions remain unchanged.
