About this opportunity

The U.S. Coast Guard Academy is soliciting quotations for storage and maintenance services for the ELAN, a Swan 54 sail training vessel. The procurement covers winterization, dry-dock storage, and commissioning services from January 2026 through June 2027, with services to be performed at a facility capable of servicing the vessel in New London, Connecticut and nearby waters. Key requirements include comprehensive winterization procedures such as mast preparation, shrink wrap installation, system preservation for diesel, heads, holding tanks, air conditioning, batteries, and freshwater systems, along with bottom washing and vessel haul-out. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) methodology, awarding the firm-fixed price contract to the most advantageous offeror. All quotations must be submitted in writing by 11:59 PM EST on January 6, 2026, and offerors should direct all questions to Katherine.m.discenza@uscg.mil and Ashley.L.Perez@uscg.mil. Submissions must include a detailed technical proposal not exceeding 30 pages, identification of key personnel with labor classifications, a comprehensive cost breakdown, and evidence of System for Award Management (SAM) registration.

This is a 100% Small Business Set-Aside contract with no incumbent contractor identified. The contract is structured across three Contract Line Item Numbers: CLIN 1 for winter storage 2025/26 (17,300 units), CLIN 2 for summer storage 2026 (4,000 units), and CLIN 3 for optional year 2027 winter storage with launch and commissioning in June 2027 (5,000 units). The NAICS code is 336611 (Ship Building and Repairing) with a size standard of 1,300 employees, and the PSC category is J020 (Maintenance/Repair/Rebuild of Equipment–Ship and Marine Equipment). The vessel is a 54-foot overall length sailboat with a 16-foot molded beam, 90-foot mast height, and 6.7-foot designed draft, requiring services at facilities accessible to the Thames River, Mystic River, Fishers Island Sound, Eastern Long Island Sound, and Narragansett Bay. The Coast Guard Academy retains responsibility for transporting the sailboat to the selected marina, and contract invoices will be processed through the IPP system following award.
