About this file

This document is a Scope of Work (SOW) for winter storage and maintenance of the U.S. Coast Guard Academy's training vessel "ELAN", a Swan 54 sail training sloop located in New London, CT. The comprehensive service contract covers multiple periods from December 2025 through June 2027, requiring a dry-docking facility accessible to specific local waters including the Thames River, Mystic River, Fishers Island Sound, Eastern Long Island Sound, and Narragansett Bay.

The SOW details extensive winterization and storage requirements, including mast and furler preparation, vessel haul-out, bottom washing, shrink wrap installation, and comprehensive system winterization (diesel, heads, holding tank, air conditioning, batteries, freshwater systems). The solicitation requires contractors to submit a Request for Quote (RFQ) with total pricing, project schedule, manufacturer product data, and a breakdown into three Contract Line Item Numbers (CLINs): winter preparation, summer storage, and an option year for winter storage in 2027. The vessel specifications include a 16' molded beam, 54' overall length, 90' mast height, and 6.7' designed draft.
