About this opportunity

The Department of the Interior Bureau of Reclamation is soliciting traffic control services to support road closure operations on New Mexico State Road 112 at El Vado Dam in Rio Arriba County, New Mexico. The contractor must secure a New Mexico Department of Transportation (NMDOT) permit, design and obtain approval for a Traffic Control Plan (TCP) with professional stamp, install and maintain MUTCD and NMDOT-compliant traffic control devices including signage, barriers, and message boards, and provide 24/7 labor for these operations during a 14-week performance period. Key contract requirements include coordination with NMDOT and local emergency response agencies to establish alternate routes, placement of Variable Message Signs 10 days prior to work commencement, and participation in a mandatory post-award conference within 7 days of contract award. Evaluation will be based on three equally weighted factors: Technical Capability (maximum 5 pages), Past Performance (three most recent similar contracts from the past five years), and Price. Quotations are due March 2, 2026 at 4:00 PM Mountain Daylight Time, and contractor questions must be submitted by February 23, 2026.

This is a total small business set-aside under NAICS 561990 (All Other Support Services) with a $16.5 million size standard. The primary performance period (Schedule A) runs from May 17, 2026 through September 4, 2026, with an optional one-month extension (Schedule B) from September 4, 2026 through October 14, 2026 available only if needed. The contractor must provide pricing for seven line items in Schedule A covering project management, TCP development with stamp, equipment and materials, and labor at regular hours, plus submit pricing for Schedule B contingent services; failure to price both schedules results in nonresponsiveness. The work location is El Vado Dam along NM 112, with signage placement required along NM 112, NM 322, NM 64, and NM 96, and the contractor should ideally have staff located in Rio Arriba County. All work is subject to prevailing wage determination requirements (Wage Determination No. 2015-5451, Revision 27), and payment will be processed through the Treasury's Invoice Processing Platform (IPP).
