About this opportunity
Eielson Air Force Base (Pacific Air Forces) is conducting a Request for Information to refine draft specifications for a dormitory closed-circuit television system installation, with industry feedback due by June 23, 2026. No set-aside applies.
The system covers eight multi-level dormitory buildings (2196, 2200, 2202, 2204, 2260, 2262, 2266, and 2272) at Eielson Air Force Base, Alaska. The network must remain air-gapped with no internet connection, employ stand-alone architecture with a dedicated Network Video Recorder, and maintain continuous recording for at least 4 hours on battery backup during power loss. Cameras must meet NDAA compliance, deliver minimum 2K (4MP) resolution at 30 meters infrared range, achieve IK10 rating, perform at 15 frames per second minimum, use H.265 compression, and provide 65-degree field of view. The NVR requires 90-day storage capacity with motion detection timestamps. Cabling must be CAT6 in metal conduit to prevent tampering. The contractor must provide site survey, submit detailed installation drawings for approval prior to work, deliver 10 to 12 hours of government training on system troubleshooting and operation, include system maintenance and software patches during the warranty period at no additional cost, and designate a primary and alternate contract manager with at least three years' relevant experience. All contractor personnel require background clearance via Visitor Access Request submitted three days before site visits. Work occurs Monday–Friday, 7:00 a.m. to 4:00 p.m. (work outside these hours requires five days' advance notice and Contracting Officer approval). Vendors should email technical feedback, alternative solutions, and comments to SSgt Sherea Harding (sherea.harding@us.af.mil) or TSgt Brandon Gilbert (Brandon.Gilbert.9@us.af.mil). The Government will not reimburse respondents for costs incurred in providing RFI feedback.
Notice text
Eielson Air Force Base is issuing this Request for Information (RFI) to solicit industry feedback on the attached draft statement of work to install a camera survaillance system within our dorms' common areas. As part of our ongoing market research, the Government is seeking input from industry subject matter experts to help refine this requirement, identify potential ambiguities, and ensure our specifications align with current commercial best practices. Vendors are highly encouraged to review the draft SOW and provide comments, recommended technical additions, or alternative solutions that would enhance system reliability, security, and maintainability. The intent is to describe a camera system on multi level buidlings. The system has to remain off the network, cover all common areas, and maintain recording for at least 4 hours when the power fails.
Please email your responses to SSgt Harding at sherea.harding@us.af.mil or TSgt Gilbert at Brandon.Gilbert.9@us.af.mil
Disclaimer: This posting is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue a solicitation in the future.
