The Space and Missile Systems Center (SMC), Launch Systems Enterprise Directorate (LE), Los Angeles Air Force base awarded a Firm Fixed Price (FFP) contract to Space Exploration Technologies Corporation (SpaceX) for the Evolved Expendable Launch Vehicle (EELV) Phase 1A Global Positioning System (GPS) III mission launch service (FA8811-17-C-0005). This launch service will deliver a GPS III satellite to its intended orbit with an expected Initial Launch Capability of February 2019. This launch service contract will provide the Government with a total launch solution for a GPS III satellite, which includes launch vehicle production, mission integration, and launch operations and spaceflight certification with a period of performance through April 2019. Place of contract performance will be Hawthorne, California, Cape Canaveral Air Force Station and McGregor, Texas.

The Space and Missile Systems Center (SMC), Launch Systems Enterprise (LE), Los Angeles Air Force Base, CA is releasing a Request For Proposals (RFP) for the EELV Phase 1A GPS III mission launch service. The RFP, FA8811-16-R-0006, is included as an attachment to this announcement. Additional sensitive RFP documents can be found in the Phase 1A Bidder's Library. Interested contractors may request access to the Bidder's Library by emailing the points of contact listed below and must obtain and sign a non-disclosure agreement prior to being granted access to the Bidder's Library. All information in the Bidder's Library is at the unclassified level.
Proposals must be submitted to this office no later than 19 September 2016 at 1600 Pacific Daylight Time in accordance with instructions outlined in the subject RFP. Questions in reference to this RFP must only be addressed to the undersigned and may be posted and shared with other offerors. Responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.
The proposed period of performance for this effort is from Authority to Proceed to an Initial Launch Capability of February 2019 plus 2 months.

This request is to survey industry, for planning purposes, and does not constitute an invitation for bids, request for proposals, quotes, or indication that the Government will contract for the items contained in this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses.
The Space and Missile Systems Center (SMC), Launch Systems Enterprise Directorate (LE), Los Angeles Air Force Base,CA Program Office is requesting industry feedback on the draft EELV Phase 1A GPS III Request for Proposals (RFP), FA8811-16-R-0006, which is included as an attachment to this announcement. Additional sensitive RFP documents can be found in the Phase 1A Bidder's Library. Interested contractors may request access to the Bidder's Library by emailing the points of contact listed below and must obtain and sign a Nondisclosure Agreement prior to being granted access to the Bidder's Library. All information in the Bidder's Library is at the unclassified level.
Using the provided MS Excel comments resolution matrix (CRM), responses to this request for feedback are to be submitted no later than 21 June 2016 at 4 pm (PST). All responses and questions related to this request for feedback shall be submitted to all of the email addresses below and shall include the contact information of the requestor. This is not a small business set-aside; however, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.
All information provided by industry to the Government as a result of this notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a respondent's submission or the Government's use of such information. The information obtained from industry's response to this notice may be used in the development of an acquisition strategy and future RFP.
The final RFP for this effort shall be posted to FedBizOps no earlier than 15 days from the posting of this announcement. Another RFP for an additional GPS III mission launch service shall also be posted to FedBizOps at a later date; however, it may not have a separate request for feedback. Feedback to the draft RFP from this request may be used towards both GPS III mission launch service RFPs. Interested contractors should ensure they have access to the Bidder's Library prior to the final RFP release.
