About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice for the purchase of 750 hollow membrane filters required for laboratory processing of environmental DNA (eDNA) samples. NOAA intends to award a single-source, firm-fixed-price contract to RKS Laboratories for these filters, as authorized by FAR 13.106-1(b)(1).
The purpose of this Special Notice is to determine if a sole-source award to RKS Laboratories is justified, or if a competitive procurement should be conducted. NOAA is seeking capability statements from interested parties by June 25, 2024, which must include technical data, cost information, and evidence that the supplier can meet the requirement. NOAA will use the information received to decide whether to proceed with a sole-source award or to open the procurement to competition. The filters are essential for NOAA's salmon ocean behavior and distribution study, as they are required to extract eDNA from water samples to identify the diverse range of organisms present in marine ecosystems.
