About this opportunity
Air Mobility Command (436th Contracting Squadron at Dover AFB) intends to award a direct sole-source contract to United Western Technologies Corp. for an Eddy Current Array Unit, with submission of clear and convincing evidence of alternative capability due by 2:00 p.m. EST on June 3, 2026. The procurement is set aside for Total Small Business and carries a sole-source justification under FAR 13.106-1(b)(1) based on explicit brand and part-number mandates in Technical Order 1C-5M-36 Supplement 3, paragraph 1.9.13.3.
The government requires a complete Eddy Current Array system capable of rapid aircraft skin inspection using a hand scanner to identify cracks in fastener holes at hundreds of rivet holes per hour, with visual image display of individual fastener holes. Specified components include the Evi Advanced Eddy Current Instrument kit (model 99977) with four batteries, charger, AC adapters, power cords, shipping case, and operating manual, plus the ECA-64 Scanner and Accessories kit (model 100701) with 64-channel array scanner, two probe heads at 200 kHz and 2 MHz, cable assembly, calibration standards, calibration shim set, screwdriver, and Pelican carrying case. Delivery is required to 436 MXS Sheet Metal Shop at Dover Air Force Base, Delaware within 12–14 weeks after purchase, with shipping and handling included. The current single unit creates extended inspection timelines during major Isochronal aircraft maintenance; this award will provide a second unit. Manufacturer's warranty covers defective parts with replacement at no cost to the government.
Organizations challenging the sole-source determination must submit written evidence to anna.george.2@us.af.mil and victoria.barra@us.af.mil.
