About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research for ECS Bay Lifts, specialized equipment required to support F-15 aircraft maintenance operations at Robins AFB. The procurement seeks two low profile double pantograph scissor lifts that will enable mechanics to safely access the ECS Bay and Ammo Bay of F-15 aircraft for the Eagle Passive Aggressive Warning Survivability System (EPAWSS) modification work, which includes drilling, riveting, wiring, and component installation tasks that must be performed overhead. The lifts must meet specific technical requirements including a minimum 7-inch lowered height, 54-inch minimum travel, 61.5-inch minimum raised height, and 1,500-pound capacity, with platforms measuring maximum 24 inches wide by 36 inches long. Contractors must demonstrate production expertise and capabilities to meet qualification requirements, provide government-approved drawings in PDF format within six weeks of contract award, and relinquish design ownership to Robins AFB. This pre-solicitation notice was posted on July 31, 2025, with responses due by August 20, 2025, and the acquisition strategy is structured as a one-time supply contract.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The procurement involves exactly two scissor lifts with electro-hydraulic systems operating on 115V/1PH/60Hz power, featuring 0.75 HP motors with maximum raise time of 29 seconds and lower time of 7 seconds. The equipment must include AQ Black or RAL 9005 jet black paint finish, accordion-style skirts, and four-wheel transport bases with locking capabilities, with all components meeting or exceeding NEMA 1 ratings. Contractors must provide a standard one-year warranty and deliver operation/maintenance manuals within three days of equipment delivery. The government has updated the platform dimensions from an original specification of 30x42 inches to the current requirement of 24x36 inches maximum. No incumbent contractors or specific budget ranges are identified in the available documentation, though the specialized nature and custom design requirements suggest this is a tailored procurement for the specific F-15 maintenance application at Robins AFB.
Notice text
The Government is conducting market research to identify potential sources that possess the production, expertise, capabilities and experience to meet qualification requirements for the ECS Bay Lifts. The acquisition strategy is a One-Time Supply.
The Bay Lift(s) allow the mechanics to safely work up inside the ECS Bay and the Ammo Bay of the F15 making it a vital versatile tool. Both the ECS Bay and the Ammo Bay can only be accessed from the bottom of the aircraft which makes any work be above their heads. A brief consolidation of these assigned tasks for the Eagle Passive Aggressive Warning Survivability System (EPAWSS) (TCTO 889) mod include drilling, bucking rivets, sanding, grinding, removing/installing ducts, tubing, brackets ,coax, flex foam, wiring, valves, pumps, motors and classified LRUs (Line Replaceable Unit). All of the items listed are essential in accomplishing the EPAWSS mod here at Robins AFB. The ECS Bay Lift will enable Robins AFB to streamline operations, enhance productivity, and ensure that the performance goals are met efficiently.
The Contractor shall provide drawings to the Government for review prior to beginning fabrication of the ECS Bay Lifts. The Contractor shall electronically send the drawings in Adobe Portable Document Format (PDF) to the Government Point of Contacts (POCs) within six (6) weeks after contract award. The Contractor shall relinquish ownership of the designs to Robins AFB. The Government shall review the drawings and approve them within two (2) weeks of receiving the drawings.
