About this file

This document is a Performance Work Statement detailing specifications for Low Profile Double Pantograph Scissor Lifts required by the Department of the Air Force Materiel Command for the ECS Bay Lifts contract (Solicitation 77352). The government requires two scissor lifts with specific dimensional requirements: minimum 7-inch lowered height, 54-inch minimum travel, 61.5-inch minimum raised height, and 1,500-pound maximum capacity. The platform dimensions are maximum 24 inches wide by 36 inches long (revised from 30x42 inches), with AQ Black or RAL 9005 jet black paint finish, accordion-style skirts, and four-wheel transport base with locking capabilities.

The lifts must operate on 115V/1PH/60Hz power with electro-hydraulic systems featuring 0.75 HP motors, 29-second maximum raise time, and 7-second maximum lower time. All components must meet or exceed NEMA 1 ratings, and the contractor must provide government-approved drawings in PDF format within three weeks of contract award, relinquishing design ownership to Robins AFB. The equipment supports F-15 aircraft maintenance operations for the Eagle Passive Aggressive Warning Survivability System (EPAWSS) modification, enabling mechanics to safely access ECS and ammunition bays for drilling, riveting, wiring, and component installation tasks. A standard one-year warranty and operation/maintenance manuals delivered within three days of equipment delivery are required.
