About this opportunity
The Department of Energy is soliciting proposals to provide storage and distribution services for up to 1,000,000 barrels of reformulated blendstock for oxygenate blending or conventional blendstock for oxygenate blending in the Northeast Gasoline Supply Reserve. Offerors must propose storage of minimum 100,000 barrel increments in New York Harbor up to 700,000 barrels and in Boston and South Portland up to 300,000 barrels, under contracts with a base year and three one-year options. Proposals are due by June 21, 2022 and will be evaluated based on best value considering technical acceptability and price.
There is no set-aside designation. Services will be procured under NAICS codes 424710 and 424720 to ensure supply security for the Northeast region through maintenance of a ready-for-blending gasoline stock. Storage is preferred in New York Harbor up to 700,000 barrels and New England areas up to 300,000 barrels, with product availability required by July 1, 2022. Performance will take place at contractor storage facilities in New York Harbor, Boston, and South Portland areas over four-year contracts from the base through the option years.
